Kittitas County Community Development Services
Kittitas County Community Development Services issues building permits for unincorporated land and takes electronic submittals. Its building page states that a water availability determination and a preliminary site analysis are required before a building permit is submitted. Kittitas County Community Development Services (Title 17 zoning)
The GMA comprehensive plan sets rural densities and Title 17 of the County Code sets lot sizes. In the Rural-5 zone the minimum for new parcels is five acres for lots on individual wells and septic, or half an acre in a cluster plat. The A-20 agricultural and Commercial Agriculture zones require twenty acres per homesite outside a conservation plat.

Kittitas County Public Health
Kittitas County Public Health permits every septic system in the county. First comes a site evaluation, with two test holes six feet deep dug in the proposed drainfield and reserve areas; then a design by a licensed designer, or by the homeowner after a pre-design meeting; then an installation permit valid one year.

Water availability here means mitigation. Since December 2, 2015, all new groundwater uses in the Yakima Basin portion of the county must be offset by a water mitigation certificate from a public or private water bank, and metered. The County water bank serves parcels in its zone that apply for a building permit within two years of receiving mitigation.

- Kittitas County Public Health requires an Adequate Water Supply Determination for a building permit on any new structure that will have potable water. It is not required on a structure without potable water plumbing, or on a platted lot served by an approved Group A system in an incorporated area or master planned resort.
- 2026 drought emergency
- On April 8, 2026 the Department of Ecology issued a statewide emergency drought declaration after a warm winter left about half the usual snowpack, the fourth year in a row that part or all of the state has been under a drought declaration.

Start any Kittitas County search with water: confirm whether the parcel is in the Yakima Basin mitigation area, whether the County water bank serves it, and whether it qualifies for the over-the-counter process, which takes about two weeks, or needs Ecology review, which can take about two years. Then check the zone, since Rural-5 and the agricultural zones set very different minimum lots, and whether irrigation water comes with the land. The County sets ground snow load by site, so ask Community Development Services for the design criteria before a truss order. Floodplain parcels need a flood permit with the building application. The County says most homes on individual or shared wells have water-use protections backed by senior water rights during drought restrictions, but excess use may be curtailed.
