For unincorporated land, the Building Division of Chelan County Community Development takes permit applications, reviews plans, issues permits and inspects construction under the codes adopted in county code chapter 3.04. It also administers FEMA flood protection rules and floodplain development permits. Cities and towns inside the county run their own permit programs.

Chelan County Natural Resources Department (Water Mitigation Program)

Since April 1, 2021, a building permit that needs a new water use in the Lake Chelan, Entiat River or Wenatchee River basins goes through the county's Water Mitigation Program (county code chapter 13.30), the county's water availability determination that water is both physically and legally available. The owner applies before the building permit, paying an administration fee and a per-dwelling mitigation fee, currently zero in some locations.

Ground snow load by elevation
Chelan County's design criteria set a default ground snow load of 57 psf for areas at or below 950 feet. Above 950 feet, the load comes from the county GIS map: the parcel's elevation is multiplied by the factor on the nearest snow load isoline, so a 1,200-foot parcel on a 0.0525 isoline carries 63 psf. The sheet lists a 24-inch frost line.

Former orchard soils
A 2021 Chelan County pilot project on a 20-lot subdivision built on historical orchard ground near Manson documented cleanup of legacy lead arsenate pesticide in the soil, after the Department of Ecology flagged it during environmental review. Lots were remediated before occupancy permits, using soil caps, mixing or excavation.

A parcel above 950 feet needs its snow load taken from the county map, and one in the Lake Chelan, Entiat or Wenatchee drainages needs a water mitigation certificate before the building permit goes in. Then read the zone: RR20 and RR10 ground is for a house on real acreage, while commercial agricultural land carries a ten-acre minimum lot.
