Building a Barndominium in Spokane: Permits, Zoning, Septic and Water
On rural land the zoning, septic and water answers often come before the building answer. Here is who decides each part in Spokane, taken from the office or document that publishes it. Rules change, so check them again against your parcel before anything is drawn.
City of Spokane Development Services Center and Permit Center
Inside the city limits, the City's Development Services Center and Permit Center handles residential permits, and its residential process page carries the New Single-Family Residence or Duplex application. The same page warns that a Spokane mailing address does not prove a parcel is inside the city: land miles beyond the limits can carry that address and fall under Spokane County instead, and it points owners to the County's SCOUT property dashboard to check.

City of Spokane Planning (PlanSpokane 2046); Spokane County outside the city
Only the City's own comprehensive plan, PlanSpokane 2046, guides land use inside Spokane; the County's plan applies to property outside the incorporated cities. The City also supplies water and sewer to some areas outside its limits but inside the Urban Growth Area, so a parcel just past the line can be on city utilities while the County plan governs it.

City of Spokane Wastewater; Spokane Regional Health District for on-site systems
Spokane's sewer code sets a policy that on-site sewage disposal be limited and discouraged. No septic system may be built in the city without a written permit from the Health Officer, and one is not permitted where a public sewer runs within 200 feet of the property (section 13.03.0304, effective January 2026).

City of Spokane Water Department
All of the City's drinking water comes from the Spokane Valley-Rathdrum Prairie Aquifer, which the EPA designated a sole source aquifer in 1978. Eight well stations pump it straight from the ground, with only chlorine added in the distribution system. A lot inside the City's service area connects to this system; land beyond it usually means a private well.

- A joint City of Spokane and Spokane County codes policy (BUILD-07) sets frost depth at 24 inches below finished grade unless a soils investigation supports another depth, and never less than 24 inches. Detached residential accessory structures may reduce footing depth to 18 inches.
- Residential Agricultural zone
- Spokane's residential zones (effective 1 January 2024) run RA, R1, R2, RMF and RHD. The RA zone is applied to land the comprehensive plan designates agriculture, and it allows farming, greenhouse farming and single-unit residences.

Building on land near Spokane
Check the jurisdiction first and the zone second: the City's map shows both inside the limits, and the County's SCOUT dashboard covers land outside them. Many lots in the city are standard neighborhood lots, so a wide shop bay, or a pole barn or metal building beside the house, usually needs one of the larger parcels toward the edges. Measure the distance to the nearest public sewer before you buy, because a main within 200 feet generally means connecting rather than a septic system. Plan footings at least 24 inches down. Beyond the city system, a home on a private well needs Spokane Regional Health District's water adequacy review before the building permit, and the district recommends testing wells for uranium and arsenic, and for PFAS in parts of the West Plains.
