The City notes that Cowlitz County and its cities are not subject to the full Growth Management Act. The Mint Farm Regional Water Treatment Plant supplies more than 45,000 people in the Longview area from four high-capacity groundwater wells in the Mint Farm Industrial Park, and has served city customers since January 31, 2013. A parcel beyond the city system relies on a well, and Cowlitz County's health department must confirm the water supply before a county building permit issues.

Longview's 2015 Shoreline Master Program names the Columbia River, the Cowlitz River and Lake Sacajawea as the city's shorelines, with both rivers classed as Shorelines of Statewide Significance.
