A new permit-exempt well in the Upper Chehalis (WRIA 23) or WRIA 11 watershed needs a well report or flow test, a $500 fee and a recorded covenant capping use at a 3,000 gpd annual average per dwelling. The Cowlitz portion carries no fee.

Chehalis River flooding
The county's flood information site says the major floods come from the Chehalis and Newaukum Rivers, several creeks, and the Cowlitz and Tilton Rivers, mostly between October and April. The Chehalis River flood of December 2007 was roughly one foot higher than the base flood, and the county counts 17 presidential disaster declarations for flooding between 1956 and 2022.

Floodplain development permit
All development in the floodplain needs a floodplain development permit under Chapter 15.35 of the Lewis County Code, including building, regrading and fill. Berms that divert water onto other properties are prohibited, and the county tracks improvement and repair costs cumulatively for ten years when deciding whether a building must meet new-construction flood standards.
